Key roles involved within PAS 2035

All retrofit projects receiving government grant funding have to comply with the new PAS 2035 standard.

TrustMark has embedded improved PAS 2035 specifications as part of its framework, offering quality assurance to the housing sector. Part of the new standard set out by the British Standard Institute (BSI),  states five new mandatory roles a retrofit project will necessitate.

These roles have been established to produce professional accountability. The new roles enable the ability to deliver quality, bespoke projects that fulfil the intended outcomes.

The five distinct roles require selected qualifications and accreditations, as stated in the PAS. Furthermore, as outlined in the PAS 2035, what each role should do on a retrofit project is determined by the assessed project risk.

So what are the roles required for the PAS 2035 framework?

Retrofit Advisor

What do they do?

Advise clients and homeowners on the retrofit process for the dwelling.

What are the Qualifications & Accreditations required for this role?

For this role, the Retrofit Advisor requires the following;

  • City and Guilds Energy Awareness and Advice
  • Green Deal Advisor
  • Level 5 Diploma in Retrofit Coordination and Risk Management

Advisors must also be a member of a Trustmark approach Retrofit Coordinator scheme.

Retrofit Assessor

What do they do?

Performing a deep-dwelling assessment compiling relevant data that will then be managed and interpreted by the Retrofit coordinator.

What are the Qualifications & Accreditations required for this role?

  • Level 5 Diploma in Retrofit Coordination and Risk Management (Path A)
  • Domestic Energy Assessor (Path B&C)
  • Specialist Level 3 – 6 awards in traditional buildings
  • (Path B and C where the building is ‘protected’)

Assessors are required to be a member of a Trustmark approved scheme as well as being certified DEA by a UKAS-accredited assessor body.

Retrofit Coordinator

What do they do?

Taking responsibility for each stage of the retrofit project, ensuring the project is compliant with the PAS 2035 standard. If appropriately qualified, a coordinator may also fill a specific project role.

What are the Qualifications & Accreditations required for this role?

  • Open College West Midlands Level 5 Diploma in Retrofit Coordination and Risk Management.

Coordinators must also be a member of a Trustmark approach Retrofit Coordinator scheme.

Retrofit Designer

What do they do?

Prepare a safe and effective retrofit design for the dwelling.

What are the Qualifications & Accreditations required for this role?

  • Path A: Level 5 Diploma / MCIAT
  • Path B: As above plus registered Architects, Construction Managers and Building Surveyors
  • Path C: as above plus CIBSE members who also hold the Level 5 Diploma or specialist traditional building qualifications

A Designer also needs to have professional membership of CIOB, CIAT, CARE, AABC, RIBA RICS or RIAS.

Retrofit Installer

What do they do?

Undertake the construction and installation of the Energy Efficient Measures (EEM) in the property to a high standard.

What are the Qualifications & Accreditations required for this role?

Qualifications are as per PAS 2030 (2019).

Installers must be part of a TrustMark scheme.

Retrofit Evaluator

What do they do?

Monitor the impact of installed EEMs ensuring Intended Outcomes have been met. Also, provide appropriate feedback on observations made.

What are the Qualifications & Accreditations required for this role?

  • Level 5 Diploma in Retrofit Coordination and Risk Management

Evaluators must also be a member of a Trustmark approach Retrofit Coordinator scheme.
